Russian Export Center and the Chamber of Commerce and Industry of the Russian Federation are strengthening cooperation to support export

March 20, 2026
Russian Export Center (REC, VEB.RF Group) and the Chamber of Commerce and Industry of the Russian Federation (CCI RF) are strengthening cooperation within the framework of the International Cooperation and Export national project. "The volume of export support provided by Russian Export Center (REC) through its collaboration with the Russian Chamber of Commerce and Industry (CCI) has exceeded 1 trillion rubles, the biggest part of which comes from insurance and agency support. Chamber's companies actively utilize REC’s support tools, from finding buyers to organizing international payments," Alexander Molodtsov, REC Vice President, at the meeting of the Board of the Russian Chamber of Commerce and Industry (CCI) dedicated to interactions with development institutions. In 2025 and since then, more than 3,500 organizations within the Russian Chamber of Commerce and Industry have benefited from REC support. More than 500 of the REC-supported companies are high-tech manufacturers. Russian Export Center Group and the Chamber of Commerce and Industry also collaborate closely to promote domestic products abroad under the unified Made in Russia national brand. More than 600 companies of the Chamber of Commerce and Industry of the Russian Federation hold a valid certificate. Among other things, they participate in Made in Russia festivals and display their products in national pavilions. By the end of 2025, 35% of certificates of origin for goods were issued through the service implemented by the Chamber of Commerce and Industry (CCI) jointly with Russian Export Center (REC) on My Export state-run digital platform. Such a certificate may be required in accordance with the terms of an export contract or import regulations in the importing country. The advantage of submitting an application through My Export platform is remote interaction with an expert upon receipt of the expert report and certificate, which is especially important for companies located remotely from the chambers. This service also provides timely updates on the application status, as well as expert support at all stages. This year, REC and CCI are considering jointly increasing the share of certificates issued through the platform to 50%. To facilitate the transition to digital services, Russian Export Center, in collaboration with the Chamber of Commerce and Industry, is holding weekly training seminars. The seminar schedule can be found on My Export platform. The Russian Chamber of Commerce and Industry makes a significant contribution to creating favorable conditions for export activities in the regions, including through its proposals for improving the tools of the Regional Export Standard (RES 3.0). The expected benefits of implementing the standard for the regions include increased budget revenues, new investment projects, and export-oriented production, while for companies, it will result in expanded sales and increased revenue. Alexander Molodtsov also briefed meeting participants on the cross-border payment mechanisms available to exporters and importers offered by Russian Export Center Group and its member, Eximbank of Russia. These mechanisms offer secure, fast, government-approved, and sanction-resistant settlements for foreign trade transactions using a correspondent network and digital financial instruments. Specifically, Planeta platform, launched in December, offers a new agent-based payment model for settlements with China, offering full compliance support for transactions, secure payments in yuan at the Bank of Russia exchange rate, and no restrictions on the amount or type of goods, nor the risk of "stuck" funds. Russian Export Center (REC, VEB.RF Group) is a government institution that supports non-resource, non-energy export. It provides companies from various industries with both financial and non-financial assistance at all stages of entering international markets, including as part of the International Cooperation and Export national project. Most services offered by the REC Group are available online on My Export digital platform. REC is responsible for the primary functions of supporting and implementing the Made in Russia program. The REC Group includes the Russian Agency for Export Credit and Investment Insurance (EXIAR), EXIMBANK of RUSSIA, and the Export School.
