Certification is carried out within the framework of the Made in Russia national brand promotion program, approved by the Russian Government as part of the International Cooperation and Export national project. The Ministry of Industry and Trade of Russia is responsible for the program's implementation. Russian Export Center (REC, part of the VEB.RF Group), a state-run institution supporting non-resource exports, is responsible for the program's primary functions. The certificate is awarded based on five key criteria: quality, reliability, uniqueness, environmental friendliness, and organic nature. REC consolidates a group of companies providing financial and non-financial support to Russian exporters as part of the International Cooperation and Export national project. The Ministry of Industry and Trade of Russia serves as the program's coordinator.
