Khopyorskaya Upakovka Was Awarded with the Made in Russia certificate, Confirming the Reliability of Domestic Packaging for the Global Market.

Khopyorskaya Upakovka (HOUPACK JSC), a Volgograd-based flexible packaging manufacturer with a half-century history, received a Made in Russia national brand certificate in the reliability category from Russian Export Center (REC, VEB Group) for its key product—laminated 4-layer buflen foil, with and without printing.

Founded in 1972 in the Volgograd region, HOUPACK JSC is constantly innovating, from developing three-layer laminated foil for food products in 1999 to upgrading extrusion laminators to produce four-layer foil-coated cardboard. In 2008, the company was successfully certified under ISO 9001:2000, and in 2016, ISO 22000, confirming strict adherence to international quality and safety standards. Recent milestones include the development of Data Matrix code application technologies (2023) and the production of composite materials with a heat-sealable layer for yogurt (2025).

Certified Buflen is a 4-layer laminated foil consisting of coated paper, two layers of high-density polyethylene, and aluminum foil. The foil offers excellent heat-sealing properties, high air-tightness, and reliable protection against moisture and UV radiation. It prevents the evaporation of volatile substances, has a memory effect, and ensures easy opening, making it ideal for packaging ice cream, butter, margarine, and pharmaceuticals. Flexographic printing also allows for the creation of an attractive appearance with a variety of designs.

Khoperskaya Upakovka has been exporting for over 30 years. Its main destinations are neighboring countries, including Uzbekistan, Azerbaijan, Türkiye, Kyrgyzstan, Kazakhstan, and the Republic of Belarus. The company has established itself as a reliable supplier, committed to product quality, thanks to its proven production technologies, experienced technicians, and direct contracts with raw material suppliers. Despite current logistical challenges, which force it to operate on an ex-works basis, the company is actively expanding its sales markets by participating in international exhibitions and business missions with the support of Volgograd Region Export Support Center and Russian Export Center, for which they submit applications on My Export platform.

Previously, the company experienced difficulties entering international exhibitions, but after establishing cooperation with federal and regional agencies that support export-oriented enterprises, the situation changed. HOUPACK JSC now actively utilizes the capabilities of Russian Export Center and Export Support Center, including participating in exhibitions at collective stands organized by the regional export support center. Partnerships with Export Support Center and Russian Export Center, as well as the use of My Export platform, have already yielded tangible results. New partners have been attracted from Uzbekistan and Kazakhstan, where the company had previously had no presence.

"Given the existence of numerous government programs supporting businesses at various levels today, this allows manufacturing companies to expand their product markets, modernize and re-equip facilities, and simultaneously increase jobs," Svetlana Koshkina, Financial Director, HOUPACK JSC.

Obtaining the Made in Russia certificate is a strategic step for the company.

"We plan to increase demand for the materials we produce, as their quality will be confirmed by Russian Export Center. We believe that materials produced in Russia are as good as imported counterparts, and it's crucial for us to include this information on our products. This is direct confirmation of the domestic production of materials of reliable quality," Natalia Melnikova, Commercial Director.

The Made in Russia mark confirms the high standards and quality of products designed and manufactured in the Russian Federation. To get a free Made in Russia certificate, the company does not need to undergo additional checks by Russian Export Center. The certificate is awarded based on five key criteria, namely quality, reliability, uniqueness, environmental friendliness, and organic origin.
