Tyumen Region is steadily establishing its leading position in the non-resource, non-energy (NRE) export sector of the Ural Federal District. With the support of the Russian Export Center (REC, VEB.RF Group), approximately 45% of the region's NRE export targets have been achieved by the end of 2025, the highest percentage among all entities in the Ural Federal District. In the past year, 150 foreign trade enterprises have received support, and this positive trend continues this year. This was announced by Dmitry Starovoytov, General Manager of Regional Business Development at the Russian Export Center, at the Tyumen Export Forum.
The core activity of the Tyumen Export Forum is a plenary session with exporting enterprises, where Dmitry Starovoytov outlined the key features and new models of the "Made in Russia" national program. This program is no longer merely about quality certification but has become a powerful tool for product promotion. New forms include participation in major overseas festivals and exhibitions, product displays in national pavilions and online stores on international e-commerce platforms, and targeted advertising and information dissemination through media and bloggers.
The forum also featured an exhibition of certified "Made in Russia" products. Both established giants and emerging brands showcased their products, including Slada Confectionery Factory, Tyumen Aerosol Factory, local cosmetics manufacturers, handcrafted footwear, and unique mammoth ivory products. These new formats have proven successful at festivals in Harbin and Tianjin. Mammoth ivory products were among the best-selling and most popular items at these events. "We've seen tremendous interest from Chinese buyers in these products. The Tobolsk Bone Carving Factory has enormous potential in the Chinese market. We encourage the company to participate more actively in "Made in Russia" festivals—it's a direct way to reach millions of people." emphasized Dmitry Starovoytov.
Tyumen Region has historically been strong in manufacturing, chemicals, and agro-industrial industries. Zavodukovsky Butter Factory is a prime example, actively involved in export business and with strong partners in China. The company has repeatedly won the "Exporter of the Year" award in Tyumen Region and the Ural Federal District. An awards ceremony for the regional winners of the "Exporter of the Year" competition was also held during the forum. The winners represent almost all key sectors of the region's economy: from heavy industry (petrochemicals and mechanical engineering) to agro-industrial sectors (rapeseed oil, grains), food processing (confectionery and snacks), high technology (information technology and biotechnology), and creative industries. The region's potential is particularly evident in the "Emerging Markets" and "First-Time Exports" categories.
The forum also included a dedicated session showcasing the financial products of the Russian Export Center Group. This group provides businesses with a variety of tools to help them expand their exports. Rosseximbank, through its Planeta marketplace platform, offers export production financing, export contract working capital support, export factoring, foreign buyer financing, and international payment services. SMEs can also utilize the "Export Funds" product, which provides financing up to 100 million rubles at an annual interest rate of 6.5%. The bank also provides guarantees, including VAT refund guarantees. Export risk insurance is another support service offered by the bank.
EXIAR helps businesses mitigate commercial and political risks, covering up to 90% of potential losses. This allows exporters to conduct business with foreign partners with greater confidence and access to more flexible payment terms.
“For exporters, it’s not just about finding foreign buyers. They also need to finance supplies, mitigate risks, and handle payments,” Dmitry Starovoytov noted. “The Russian Export Center Group provides a variety of tools to help companies address these challenges at every stage of a transaction.”
Besides attending the forum, his trip to Tyumen included other activities. Starovoytov visited the MIM factory, which produces disposable medical products, and discussed new growth opportunities and export potential with management. Furthermore, in a working meeting with Tyumen Deputy Governor Andrei Panteleev, both sides pledged to systematically cooperate with exporters and developed a development plan for 2027.
