Foreign trade support tools for the Far East were presented at GLOBAL EXPO 2026 in Vladivostok

On April 22, a panel session, Current Measures to Support Foreign Economic Activity, was held at the Russia National Center in Vladivostok. Organized with the support of the Ministry of International and Foreign Economic Relations of Primorsky Krai, the Far East and Arctic Development Corporation, and the Primorsky Krai Export Support Center, the event brought together region's leading exporters and emerging players in the foreign trade sector. The event was held as part of the GLOBAL EXPO Vladivostok 2026 International Exhibition of Goods and Services, where Russian Export Center (REC, VEB.RF Group) co-organized the business program.

The session presented financial instruments to support foreign economic activity from Eximbank of Russia and EXIAR, both members of the Russian Export Center Group, as well as the Made in Russia program. Particular attention was paid to federal and regional mechanisms for promoting products in foreign markets and the capabilities of My Export digital platform.

Olga Domain, Director of Regional Export Support at EXIMBANK OF RUSSIA JSC, attended the event. She presented the Money for Export loan product, designed to replenish the working capital of non-commodity exporters, including those offering high-tech products. The loan is issued for up to 100 million rubles at a 7.5% interest rate. Small and medium-sized businesses are also seeing increased demand for the bank's VAT refund guarantee for SMEs, with an extended term from 24 to 48 months (the guarantee issuance fee is 5,000 rubles), and the Payment Deferred Insurance for SMEs product, which can be issued on the My Export platform .

Three new settlement products, created with the assistance of Russian Export Center (REC), generated particular interest among participants. The first is a new settlement mechanism with China, which ensures payments with minimal fees and without the additional risks of excessive compliance on the foreign side. The second product is the Planet platform aggregator of alternative settlement methods, which allows for finding financial intermediaries, conducting secure transactions, exchanging liquidity across borders, using smart matching of counter-bids, transparent pricing, direct negotiations, and automatic signing of contracts with electronic signatures. The third solution is payments using digital instruments, including cryptocurrencies within the permitted legal framework, which is especially relevant for settlements with foreign counterparties in countries where such instruments are already legal.

Denis Drobot, Head of Russian Export Center's Vladivostok office, and Natalia Akimova, Head of Primorsky Krai Export Support Center, discussed the full range of mechanisms for promoting products to foreign markets and detailed the opportunities for subsidized support for export deliveries.

Oleg Kalnitsky, Deputy Director of Marketing Department, Far East and Arctic Development Corporation JSC, closed the event. In his speech, he discussed the positioning of local brands and the opportunities offered by special customs, tax, and administrative regulations for implementing export-oriented projects.

Russian Export Center (REC, VEB.RF Group) is a government institution that supports non-resource, non-energy export. It provides companies from various industries with both financial and non-financial assistance at all stages of entering international markets, including as part of the International Cooperation and Export national project. Most services offered by the REC Group are available online on My Export digital platform. REC is responsible for the primary functions of supporting and implementing the Made in Russia program. The REC Group includes the Russian Agency for Export Credit and Investment Insurance (EXIAR), EXIMBANK OF RUSSIA, and Export School.
