A session titled Plans and Prospects for Developing Export Support Infrastructure in the Subjects of the Russian Federation was held on the sidelines of the Made in Russia St. Petersburg Export Forum. Natalia Minaeva, Director of Regional Export Support Infrastructure Development at Russian Export Center, moderated the session. The main topic of the session were changes to legislation on SME development, according to which, effective April 1, 2026, the requirements for regional export support centers will be established by the Russian Ministry of Industry and Trade. According to Andrey Mironov, Director of the Department for International Cooperation and Licensing in Foreign Trade at the Russian Ministry of Industry and Trade, “regional export support centers are a critical element in the development of Russia's non-resource, non-energy export. They don't simply provide consultations to businesses, but comprehensive support at all stages of entering the international arena: from analyzing demand in a given country and product certification to co-financing logistics costs. Thanks to their work, small and medium-sized regional enterprises successfully enter and develop promising foreign markets. The development of Export Support Centers remains one of our key objectives and a priority until 2030." The capabilities of Center for Foreign Trade (CFE) under the Ministry of Industry and Trade of Russia were also presented during the session.
"A modern export support system must be based on clear and coordinated work at the federal and regional government levels. Today's meeting with regional export support centers was a productive format for exchanging opinions and best practices. Colleagues from the regions were presented with a range of support measures implemented by the Center for Foreign Trade: from analytics and verification of foreign counterparties to services in finance, logistics, and localization abroad. I am confident that we will be able to build an effective dialogue with the regions for further increasing non-resource, non-energy exports," Konstantin Kim, Director of CFE. More than 80 representatives of CFE and authorized executive bodies from 80 regions of the country participated in the event. The forum was organized by St. Petersburg Center for Coordination of Support for Export-Oriented Small and Medium-Sized Entrepreneurs ANO and St. Petersburg Committee for Industrial Policy, Innovation, and Trade.
